Heavy-wall steel packer with a soft blue poly sleeve that grips wet, ragged holes.

The packer to reach for when the hole is not perfect. A softer blue poly sleeve conforms to over-drilled, oval and saturated holes where a hard rubber sleeve slips and blows out under pressure. The full 5/8" steel body takes high-pressure hydrophobic resin without walking, and the packer backs out and re-sleeves for the next hole.
